Request for proposals for financing and construction of Malir Expressway
The Project
The Malir Expressway Project (having a total length of 39.3km) will provide the shortest alternate route to connect Motorway/Super Highway (M-9) with city center. The Project has been launched under the PPP mode which will include the design, built, finance, operate, maintain and transfer (DBFOT) of a 4 lane Dualized Expressway along Malir River, starting from Hino Chowk (near KPT Flyover) and ending at Super Highway (M.9) near Kathore. The newly built expressway will also provide speedy access to key real estate schemas along the route and the travelling time from Super highway (M-9) to KPT Flyover will be reduced to only 25 minutes.
Brief Scope of Work
The project shall cover the development of 39.3km expressway starting from KPT Flyover / Hino Chowk to Karachi Hyderabad Motorway (M.9) near Kathore. The selected bidder shall be expected to perform, inter alia, the following tasks:
a) Procure the financing for the project.
b)Develop the 4 lanes dualized expressway.
c)Maintain and Operate the 39.3 expressway over the concession period
d) Perform O&M of the expressway.
e) Carry out detailed design of the project in consultation with GoS.
f)Carry out construction of the infrastructure and related facilities.
g) Hand over all the project assets to the Procuring Authority at the end of the Concession period. Wise concession period is envisaged to be 28 years which includes 3 years for construction and 25 years of operations and maintenance.
